When I open a Contact Card on Outlook 2013 it (randomly, unpredictably, but frequently) fails to display the Contact Tab.  That is, I can open a given Contact Card and SOMETIMES BUT NOT ALWAYS, the Contact Tab is not available.  I have tried all teh obvious stuff like repairing Outlook, restarting, etc.  Does anyone else face this problem?

I suggest you start Outlook in safe mode to try again:

Press Win + R, type "outlook.exe /safe" in the Run dialog, press Enter.

In safe mode 3rd-party add-ins will all be disabled, check if the problem persists; if no, please consider to disable the suspicious add-ins to verify which one caused the issue.
