Skype for business is independent from outlook. it is basically the Lync client that will use your mailbox credentials to connect.

I have been trying to configure outlook on my PC.  Previously I have only used Outlook web app for my mail.  I have to use Outlook on my PC in order to use Skype for business.  I have tried many times to connect, but keep getting the error message that I can't connect to the server.  I am using outlook.office365.com and smtp.office365.com as the incoming and outgoing server.  What am I doing wrong!

As Ed mentioned, do you deploy Exchange server in your environment, or have Office 365 account?

By default, Outlook can use Autodiscover service with account credential to auto-configure profile. Besides, if you use a POP, IMAP client, you can use outlook.office365.com as incoming server, smtp.office365.com as outgoing server. More details about it, for your reference:
