Conditional formating not working as expected

Here is what I have.

    E16 has a value of 97%

    D16 has a value of 97%

I have a conditional formatting rule:

    Cell value < $D$16

    Applies =$E$16

    Format (turn text red)

The number in E16 is red when It should be black because it is not less than.

Why is the number red?

I agree with John, this issue may be due to the numerical precision, try to check the value of cells. And then please let us know if you would like further assistance.
