Conditional formating not working as expected

Here is what I have.

    E16 has a value of 97%

    D16 has a value of 97%

I have a conditional formatting rule:

    Cell value < $D$16

    Applies =$E$16

    Format (turn text red)

The number in E16 is red when It should be black because it is not less than.

Why is the number red?

I suspect this has to do with the number of digits. Just because you have 97% showing does not mean you have 97.000000000% It could very well be that E16 = 96.67% and D16 = 97.1%. E16 <D16
