Click to run causes mouse to be busy all of the time

My mouse icon is always busy and the reason is the click 2 run service. Click 2 run has the highest CPU use according to the task manager.

When I disable the click to run service using msconfig, I no longer get the spinning mouse and high CPU use and no Office programs will open as a result. Re-enabling the service returns to the state of high CPU use, busy mouse and working Office programs.

I can live with the high CPU but how do I stop the mouse from being busy. It is really annoying.

I am using Office 2013 on Win 8.1.

Is this an recently happened issue? Probably, Office 365 is connecting to the cloud for updates, or is syncing your data to the cloud (Onedrive)?

Check on this, update your Office 365 to the latest and make sure you don't have anything pending upload.

It happened from the moment I installed Office. I do not use OneDrive and syncing is paused. There are no pending uploads.

I do not have a fix but I do have a workaround. I followed the steps given in http://support.microsoft.com/kb/2813190 and that does stop the spinning wheel and the lowers the CPU. Unfortunately, the install never really gets past 79% complete (although the installer says it is done) and so the workaround has to be applied after every reboot and stays stuck at 79%.
