Why has microsoft chosen to not allow categories in Outlook 2013 when using IMAP?

I have loaded a previous database that included categories so I have various categories in outlook but I can't change the names nor can I add any other categories other than what was in the original database.  Microsoft has chosen not to include the feature?

For categories, I understand this is one of the most common requests we hear from the users. However, the IMAP protocol itself does not support categories. As a result, we werent able to engineer a feature that ensures that categories (including the color and name of the category) you assign on one computer are stored on the server and available on all your other computers, or even available on your same computer if you have to recreate your Outlook profile.

You can use shotcuts to add your category label created in general Outlook.pst folders or you can look for some addin to categories.
