Hi,

Does the issue happen to all Exchange 2013 users? Please confirm whether these users can access their mailboxes from OWA. Then check whether they can setup the Exchange account automatically in Outlook.

In Exchange server, please check your OAB configuration and autodiscover service:

Get-ClientAccessServer | FL Identity,AutodiscoverServiceInternalUri

In Exchange 2013, the OAB files are generated and stored in the Organization Mailbox first and later copied to the %ExchangeInstallPath%\ClientAccess\OAB\ folder. Please check whether there is a OAB folder (for example:a folder named e59fb2f5-cb2d-4bd5-9c08-d6560d5b553f) in the following path of your Exchange 2013:
C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\OAB

Additionally, please restart the Microsoft Exchange Mailbox Assistants service to have a try. Collect any event logs for further analysis.
