Hello,

The same thread has been discussed earlier. To Fix your  issue, see here: https://social.technet.microsoft.com/Forums/office/en-US/a9952f03-a916-461c-b328-b6b7aedd5ac2/outlook-error-cannot-start-microsoft-outlook-unable-to-open-the-outlook-window-the-set-folders?forum=outlook

When I was searching about your error occurred in MS Outlook on Google. I found an informative article on Outlook Common Errors. I saw that your error already covered in that article. Know more: http://www.itninja.com/blog/view/microsoft-outlook-common-errors-causes-and-their-solutions

From the description, you changed the location of Outlook data file, correct? How did you change the location of Outlook data file? Did you just move the Outlook data files to another file location? If so, it may be the root cause of the issue.

Please try adding or modifying the ForcePSTPath or ForceOSTPath registry values and set the value data to the path where you moved your Outlook data files to, and then check if this issue persists.

HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook

REG_EAPAND_SZ: ForcePSTPath

Value: path to your storage folder

REG_EAPAND_SZ: ForceOSTPath

Value: path to your storage folder

For detailed steps, please have a look at the following blog article:

Hope this helps.
