I have a client who wanted to create and manage new distribution lists in Exchange 2007 GAL using his Outlook 2007. However, he could not and would get the following error message: YOU CANNOT CREATE ENTRIES FOR THIS ADDRESS BOOK I am not sure if this is by design or is there a work around. So far I have given him full access to the Distribution Group folder in Active Directory but did not help.

Distribution lists should be created on the Exchange 2007 Server using the Exchange Management Console or Exchange Management Shell. Don't forget to go to Active Directory and give the owner/manager the ability to update the list membership. Once that is done he can add/remove members via Outlook.
