Computer is running Windows 7 64 Enterprise with Office 2010. 

There was a PST file that was connected to the computer until we had a network outage yesterday. I deleted the entry for the PST file and went to add the PST file back and received the following message when I clicked the "add file" button.

An Unknown error occurred, error code 0x80070002

I have ran the Office repair, and recreated the users profile on the computer. 

The users PST file connects to other computers without an issue. I would like to have to avoid having the wipe the computer and do a clean install.

Are you saying the same PST can be used on other computers without an issue? At what exact point do you get this error? In which dialog and which exact button click?

Please try to create a new profile and let it build a new pst file. Later, you can redirect it to your existing PST file and see if it works.

One of my users is also having the same error. It first started when I had to create a new Windows 7 64-bit profile by first renaming her user profile to nameold then had the user log back on to her machine. She was having an IE issues which is why we had to create a new user profile.   I then setup up her Outlook 2010(32-bit) email (via exchange server) with no problem.  I then tried to setup her .pst files and that is when I got the error code 0x80070002.  I tried from both the control panel/Mail (32-bit) and from within Outlook. First I go to Mail/Data Files/Add/Outlook data file (.pst).  When I click OK, I get the error code.  I have also tried to create a new Outlook Profile for the user with the same result.  Any help will be greatly appreciated.  Thanks.

In regedit : 
HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook (if you use Outlook 2013, 14.0 if outlook 2010)

Add new string value called ForcePSTPath with your desired data path as the value data.

You can use c:\users as data path.

For me, it works fine !
