We are in discussions about migrating to Sharepoint and PPS 2013. One of our main issues from the previous versions is the inability to freeze column headers on Analytic Grids when scrolling.

Can this be done on Sharepoint/PPS 2013?

This behavior has not changed.  Typically in a dashboard scenario you would not want to have to scroll to see the information.  

If you need this type of functionality you will need to look at a different option such as Excel or Reporting Services or even Power View.

Do you know of any way through performancepoint or any other application that users will be able to navigate a cube on a device such as an iPad, similar to how Proclarity works on the desktop?
