When inserting an image there is an option to link the file instead so the publisher file size doesn't increase. Is there a way to do this for PDFs?

I can't say for certain yes. You may contact to Adobe support and try the lastest version of Adobe Acrobat to do that.

And, we may create a hyberlink for workaround.
