Can I achieve below compliance issues with Exchange 2013

Hi Guys,

I have been asked to implement exchange 2013; but before that I need to analyse and see if below compliance set by organization met with exchange hence would appreciate if you guys ca advise me how the same can be configured in exchange 2013 or may suggest some other third party software on top of exchange to achieve this?

1. Outgoing email only can be sent when an immediate supervisor is included in the BCC field.  

2. Outgoing email without immediate supervisor in BCC field will be deleted or not be sent.

3.  The capacity for outgoing/incoming email must be not exceed 8MB.

4.  Multiple recipients limited to maximum of 15 email addresses only for outgoing email.

5. Outgoing emails attachment files need approval by supervisor  ( accept manager level and above)and the emails becomes ( On Hold) if the email not approve

My autosignature definitely applies here.

1 and 2 (which are really one thing).  I don't know any way to do this without custom code.

3.  Are you saying a maximum message size?  That's easily achieved with message size limits, which you can do several ways depending on the scope, see the documentation or help for Set-TransportConfig, Set-SendConnector and Set-Mailbox.

4.  Like number 3, achieved through a setting.

5.  Same as 1 and 2.

You might consider buying and installing the Microsoft Exchange Babysitter 2016 Add-On Pack.  Just kidding.  That's a joke.  There is no such thing.

Thank you for your question. 

Issue1 and Issue2 

A: BCC could not be recognized by transport rule, so we didnt achieve it.

Issue3

A: I agree with Ed.

Issue4

A: we could configure recipient limit for outing and coming email, we could not configure it for the specific outing email.

Issue5

A: we could use the transport rule to achieve it by the following snapshot:
