Can't send and receive email in Exchange 2013

Dear

I can't send and receive email in Exchange 2013 base on Server 2012

setting seems not wrong as I have the full function in management page without any error.

currently, I test send emails to outlook.com / gamil.com / qq.com / my company exchange.

both were failed with reject message 

Sorry for my test server is Chinese version so the error is in Chinese.

Hi,

according to error Message Your e-mails are rejected because Your IP is banned/blocked.

You should also check With Your ISP if Your IP is allowed to use SMTP trafic.

OU-002 (BAY004-MC5F37) Unfortunately, messages from 182.201.254.118 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors

Are you able to send internal mails?

If we want to send email and receive email with Internet, we must register my domain name in ISP with a defined public IP address.

If you have register, we could check if our domain name is in spam list by the following link:

Did we could send emails by OWA?

We could restart the service of Microsoft Exchange Transport and Microsoft Exchange Information store to check if the issue persist.

You can tell us steps which you install Exchange 2013 and configuration. By default. When we install Exchange 2013, we could send email in internal. Please check if there are some Event log and Application log and send those logs to ibsexc@microsoft.com for our troubleshooting.
