Can't send an external email message over 3mb in exchange 2007
Hello everyone, been having some major troubble with a fix for this one, started to happen about 2 weeks ago (no windows updates or orther programs were installed around the same time)
I can send 20MB emails internally
I can receive 20MB emails from a external email address
I can not send any file over 3MB to any exteral email addresses it comes up with the following error

I have checked and double checked the following settings
Set-TransportConfig -MaxReceiveSize 40MB -MaxSendSize 40MB
Set-SendConnector “Connector Name” -MaxMessageSize 40mb
Set-ReceiveConnector “Connector Name” -MaxMessageSize 40mb
Set-ADSiteLink “SITE LINK NAME” -MaxMessageSize 40Mb
Using ADSIEdit > Select Configuration > Services > Microsoft Exchange > Your Org > Global Settings > Right click Message Delivery > Properties
Clear delivContLength and Clear submissionContLength

The Exchange 2007 server ("local server") only forwards the messages onto a live web server we have running, I have tested sending large messages in and out of the live server with no problems, and after checking the live servers log files the
local server doesn't even open a connection to the live server when proccessing the emails.
Any help would be great....

Hi,
Have you check individual send mail size limit
Recipients | Mailbox -> select mailbox |
Properties | Mail Flow Settings tab |
Message Size Restrictions.

In Exchange 2007, there are many kinds of limits, such as global limits, connector limits, server limits and user limits.
Based on your description, you have already checked out the global limits, connector limits and ADsiteLink. So please check out your server limits and user limits.
Check out the server limits: Set-TransportServer and the required switches and parameters.
Check out the user limits: Set-Mailbox –Identity User –MaxSendSize the limit you want to .
