I can't seem to find the answer to this, I'm trying to set up a method where users cannot email specific email addresses. Basically end-users who do not wish to be emailed from us. I want to create a list of email addresses we are not allowed to send mail to but am unsure where to go about to do such a thing. I'm trying to block it on the server in case one of our employees accidentally emails a specified address it wouldn't matter since the server would just block it from going out to that address.

Block all users so that NO ONE from without our organization can email that address Exchange 2003

Create one or more mail-enabled Distribution Groups. Don't add any members to the groups. Add the SMTP addresses you want to kill to the "E-mail Addresses" tab on the Distribution Group.
