Bad kerning after convert form Word to PDF

I have a problem after i converted a Word document into PDF format, the space between letter looks fine in the Word file, but not in the PDF file.

Example:  "Ref er ence" (Reference)

First time it can be fixed by enabling the Printer Spooler Services, but after that it happen again and restart Printer Spooler Services doesn't help. I've tried to re-install the printer driver but it didn't work either.

OS: Windows 2008 Server Edition 32-bit

Printer Driver: Microsoft XPS Document Writer

Please give advice to solve this problem.

1. The version of your Word, Word 2013 or Word 2010?

2. The method you convert the Word document to PDF.

1. Word 2007

2. I'm using software which using the Word API to open the Word file and Save As PDF file.

*software is owned by my company.
