Auto send an email when a message is received

We do not allow auto forwarding of all email to personal accounts but we have some users who want to receive notification in their personal email account when they receive an email in their Exchange/outlook account. We are running Exchange and Outlook  2013. I can't find a way to do a "you've got mail message" via outlook rules. Is there a way I'm missing or a way to script it?

If the message... Is sent to 'Administrator@ceg.corp' Do the following... Send the incident report to testuser@ceg.corp, include these message properties in the report: sender, subject Rule comments

it not a "you've got mail message" but helpful I think.

Thank you for your question.

Why they want to get email notification?

By my understanding, we could turn on Display a Desktop Alter when the message arrive. We didnt use the email notification. Right?

Thanks for your input. The reason they want an email notification sent to another email address is they are not regular everyday users. They seldom log into our system (so a desktop alert won't work), they don't want to check it daily. They want to receive an email in their personal (home) email telling them there is email in their 'work' account. We can't just forward the messages themselves for confidentiality and security reasons.

By your requirement, we suggest we could configure outlook in personal mobile phone, then the email was sent to this outlook account, we will receive the notification on mobile phone and check email on mobile phone.
