At what exact point will you get this message popup?

As far as I know, BrowserSafeguard.exe is the main executable file of a program called BrowserSafeguard. it claims to add even more security and protect you from dangerous that your anti-virus software may not consider.

It has been found to be bundled with 3rd party software. If you have not purposefully installed this, you should be safe uninstalling it.
