Hi,Seems like your requirement is primarily:need to assign 1 user name “cfgadmin” can create, delete, modify user mailbox in this mailbox store only but can not do anything on other store ( maybe can view). For this, you need to add the user "cfgadmin" a member of "Exchange View-Only Administrators" (View permission for the whole exchange org). Then go to the properties of the store that you create and give a full permission for the user on the store explicitly.

Hi, I suggest you to try this steps blow after you add cfgadmin to group of Domain admin: 1. At the start-up run please input adsiedit.msc in exchange 2007.2. Expand the Configuration>CN=Services>CN=Microsoft Exchange>CN=First Organization>CN=Administrative Groups>CN=Servers3. Select the Information Storage server you want to give the deny right and expand the Server name.4. Right click the Storage Group and Select Properties.5. At the Security tag, add user (cfgadmin) to Group and select the Deny right you need. I’m looking forward to your reply.Thanks,Richard.
