After old 2007 uninstall, Clients always asked to restart for admin changes!

I have uninstalled our old 2007 box. The migration happened months ago (running CU5), it has sat unplugged for weeks to find any issues and nothing has crept up. Before uninstalling I had to force delete the PF database via ADSI, that went well - I couldn't remove the folders/system folders, nor the replicas. We don't need them, I only had it for BES years ago.

Uninstall went fine.  Shut it down. Now, if we quit outlook and restart, it prompts that admin changes have occurred and restart.  After that its fine until the next restart.  Tried repairing the account, no change.

I found a blog post on the exchange team about possible reasons for this but nothing seems to apply and it wont stop. I installed offcat v2 and all I can really find is an issue with blue tooth addon.

Hi,

Please removed the Public Folder database points from all the Exchange 2013 Databases. To do it, we can use ADSIedit.msc and remove the arrtibute - msExchHomePublicMDB from all the Databases:

1. Open ADSIEdit.

2. Connect to the Configuration container.

3. Expand Configuration, expand CN=Configuration,DC=Domain,DC=com.

4. Expand CN=Services -> CN=Microsoft Exchange -> CN=Domain -> CN=Administrative Groups -> CN=Exchange Administrative Group -> CN=Databases.

5. In the right hand pane you will see a list of databases.

6. Right-click the listed database object -> Properties.

7. Check whether the msExchHomePublicMDB value is set to an unavailable value. If you see reference to the old database, please clear the value.

8. Click OK.

9. Check the rest of the databases to make sure that they are not populated in the same way.
