After forward attachment jpeg file from outlook to internal user, user is able to receive the email but not able to view the attachment

I'm currently performing migrate from Exchange 2007 to 2010 and weird thing happens.

External user send a jpeg file attachment to my customer, the 1st recipient is able to view the attachment. If the 1st recipient forward the jpeg file attachment to other internal user using HTML format, they are able to receive the email but not able to view the attachment. Unless the email is forward with plain text. After that, if the 2nd recipient forward the email to external users, the jpeg attachment is able to be seen

This weird things happen to everyone in the organization. You can view that the property shows there is a attachment and somehow it is not shown in Outlook. Really appreciate that someone can give some advise

Hi,

Based on your description, only the first recipient can view the attachment in Outlook.

Please check if this issue appears in OWA.

Please check if you can download the attachment in Outlook and see it.

Please use an internal user to send a jpeg file attachment to others internally and check if users can view the attachment.

Samething happens in OWA.

If an internal users create an new email with the jpeg and send to another internal, they won't encounter this issue

Hi,

Do you view this picture in Outlook directly or save it first?

If you view directly in Outlook, please save it first and then check if you can open it.

What about other types of acctchments?

Please check if the issue persists when you insert the picture to the message body.

Is it not the question of viewing the picture, totally I can't even see there is an attachment.

However the from the email property the size is there.

If I forward this email other people outside the organization, they can direct view the attachment.

I suspect it could be related with group policy.

I have no issue issue with other attachment.

Found the issue, it's the exchange policy blocking the inline attachment.

After disable it, issue solved
