Hello Kiran, Make sure that you have Exchange Full Administrator and you can give Exchange Administrator to other two admins. Descriptions and procedure on how to give it, is given here. Overview of Exchange administrative role permissions in Exchange 2003 http://support.microsoft.com/kb/823018 Are you creating users from your domain controller? Then it doesnt show you an option to create mailbox unless you have installed Exchange 2003 management tools on it. You can open Active Directory Users & Computer on Exchange server or on the machine where Exchange 2003 management tools installed (Start -> Program Files -> Exchange -> Active Directory Users & Computer) which gives you an option to create mailbox while creating user.
