Add Enterpirise CAL User Exchange 2013

I write this post like a last resource . I have a lots doubts in how to add or active CAL User Enterprise on CAL User Standard cause I need activate features like RMS , in-place eDiscovery & hold  , in-place archive and so on .. I have already searched in Web , called to Microsoft  but I did receive a successful answer ... I got my brain broken trying to figure out How To do this process ... 

I really Appreciate any help to solve this case

There is nothing to activate. You purchase the Enterprise CALs you need and that gives you the rights to use those features as needed.

But I still got doubts , Ok I am agree with you relate that I have to buy as many licenses as I need .. But later on automatically the options I need will be active when theses license show up in my Volume License Portal ?
