Hi,

According to your description, I understand that the user who migrate from Exchange 2007 to Exchange 2013 can connect to Exchange by EAS, however cannot download message.
If I misunderstand your concern, please do not hesitate to let me know.

Since ActiveSync works successfully with several users, then there is no issue with ActiveSync settings.
Do these users use the same Active Sync mailbox policy? Please check if Active Sync mailbox policy allow non-provisionable devices to the several users.
Also, please try to Set up Exchange ActiveSync again for testing.

We can login ECP and switch to Phone & Voice to ensure the Allow/Block/Quarantine setting about ActiveSync Access.
If the issue persists, we can use IIS log to monitor the more information about ActiveSync synchronization.

However, this issue is related to ActiveSync so that we recommend contact Exchange Mobility and ActiveSync to get professional suggestion about this issue. For your reference:

Thanks
