We are seeing a couple of problems with Access after installing this patch.
1. Using the import wizard you cannot import from a CSV file.
2. Using a custom web front-end you can no longer connect to access.

Based on my test with my local environment (Access 2010 & Windows 7 SP1), I can't reproduce your first issue (PS: I have no environment with your second issue.)
Thus, I think your issue might seem unrelated to this KB. May I know more detailed information about your issue?

I got this from the developer dealing with the first issue:
C:\Windows\sysWOW64\ieframe.IE webbrowser control completely inoperable. We use these to display PDF files internally...called with VBA
The second one is just using the import wizard in Access. No custom code.
