I have a report in which I set the ForceNewPage property on a particular footer to "After Section", but it displays with out the page breaks.  This video will show what is happening:

What happens if you increase the height of the group footer from 0" to a small positive number, e.g. 0.1" ?

I set I to .25" and same result. Good thought though.

I solved this.  Instead of adding the footer from the GroupBy section, I added it from the SortBy section and set the ForNewPage property from it.
