Yes, there is a way to get back your rules. Actually, MS Outlook rules are stored in .rwz files. So simply you have to follow the following procedure:
- Go to "Start" >> "Run".
- Type this command: %USERPROFILE%\AppData\Roaming\Microsoft\Outlook.
- Now you can import that file to Outlook.

The rules are stored in your mailbox, or Outlook Data File in Outlook client.
What is the account type in your Outlook? POP3, IMAP or Exchange? If you haven't removed the account from Outlook yet, please try to run Scanpst.exe to scan and repair the .pst file to check the result:

Clark's suggestion may be helpful in some scenarios as rules can be exported and imported, but probably not helpful in this one. The user doesn't have a .rwz file to import from.
