'insufficient access rights' when I move/remove/disable a Mailbox

Hello everybody
I hope this is the correct Forum for my question. :)
I've got the error message 'insufficient Access rights' whenever I want to move/remove/disable a Mailbox. I found solution for this issue for single Mailboxes like

Link1 but I wonder if there is any global Setting to fix that? Exchange 2010 is beeing used.

Link1's answer is that the inherited permissions box is not checked. This typically only occurs on admin accounts, which aren't supposed to be used by admin's as their primary mailbox anyway.
That box will uncheck itself every hour.

Hi,
Please verify if the issue is the same as it is in Link1. You can run ExBPA to check it or just verify if the inheritance permission would fix the issue.
Solution in Mike's reply would be a good workaround if that is the case of yours. Xiu Zhang
