Hi,
Did you install any software recently? I suggest testing the issue in clean boot.
Clean boot
--------------
1. Press Win+R to call Run box. Type msconfig and click OK to start the System Configuration utility.
2. On the General tab, click the Selective startup option, and then click to clear the Load startup items check box.
3. On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all.
4. Click OK, and then click Restart.

I would bet you not hearing a lot about this because its a bitch to search for this criteria.
Niki, appreciate the comment but it has no affect.
There Must be a registry fix to turn this thing off. Can someone from Microsoft please enlighten me. Its difficult to do work with this on top of everything you open...

having the same issue here...
December 2nd, 2012 9:35pm
I have had the same issues. I believe the volume bar is a conflict between hardware sound controls and windows 8 audio drivers. Previously I found the only way to disable the bar was to disable all sound. There was no program or service specific to the
bar, disabling all sounds service gets rid of it, but who wants a mute computer? The best solution I have come up with so far is to update sound drivers. For me I went to the Lenovo website because I have a Lenovo 540b all in one touch screen, and I downloaded
Realtek high definition audio drivers for windows 8 64 bit. After install I had sound and voila, the bar disappeared. It did come back again a few days later after testing the touch controls for sound. I reinstalled the driver and will simply stay away from
any built in sound control, and control the volume through desktop controls. I have spent countless hours with this problem, and I know there is very little information available on the web. Hopefully it will be brought to Microsoft's attention soon. I hope
this helps all of you. I know how frustrating this is because it also completely messed up all touch function. If I come across a better fix I will post. But for now I recommend going to your pc manufacturer's website and downloading the appropriate audio
driver updates. A refresh or clean windows install will not help. I tried both. I also tried disabling all services not necessary with a selective startup through msconfig as previously mentioned. None were successful. It is definitely a hardware and windows
driver incompatibility.

I am also having the exact same issue on the Lenovo 540b. Nothing I have tried seems to work for long. Microsoft how about some help here!!

I too am having the same issue. My audio drivers are up to date. The volume also is automatically increased to 100 percent every time I attempt to adjust it.

I too am having the same problem. just upgraded a Toshiba laptop, and when I use my touchpad mouse, the volume control also appears on the screen and continually adjusts itself. I have tried everything to fix the problem, I changed audio drivers, and have
tried all work arounds. The only thing that worked is disabling the sound, and just re-enabling when I absolutely need it. There doesn't seem to be a fix online anywhere. The problem exists with all the drivers I have tried. I have asked a few local techs,
but no one has a clue. Hopefully Microsoft will come up with a fix. I called Toshiba and they are useless. There is definitely some sort of hardware conflict with Windows 8, so hopefully someone will figure out a solution.

Installed Windows 8 64 Bit on 02-Dec-12 and had no problems with W8 Volume
Control - it worked properly with my old Microsoft Internet Keyboard Pro which
has audio volume controls BUT yesterday I installed the TUNE-IN Radio App from
the Windows App store and the problem with the "Windows 8 Volume control
stuck on screen left top corner" started. NOTE: this maybe a coincidence
because I have the same App running on my laptop without the problem (but the laptop is runnning W8 32
bit) - we will see!?!
[My keyboard audio controls could still increase the volume but rather than
staying at the volume selected the volume decrease slowly to zero after key was
released - NOTE this had no bearing on the actual audio volume which stayed at
the level set by the bottom right volume control]
I tried uninstalling the TUNE-IN Radio App - this made no difference.
What did work was downloading the latest (but in fact 01-Apr-2010) Realtek
audio drivers - these were meant for W7 64 bit for my Gigabyte X58A-UD3R V1
Motherboard - the W8 Volume Control has disappeared except when the audio
control keys on my keyboard are used - and they now work correctly again.
As far as I can tell so far all my audio devices are working corr

One thing that seems to be working for me is that I installed a USB mouse, and so far the volume key is staying put. I am beginning to think that the problem is related to the touchpad conflicting somehow. I am going to try a different touchpad driver
to see if this fixes the problem, if not I am just going to use the usb mouse

I just got that stuck on screen volume control.
I recently got a cheap 4 port non powered USB hub and a bluetooth headset with mic. I have a Logitech QuickCall speakerphone connected to that hub as well as a charging cable to the new bluetooth headset. I got that control stuck on screen when I plugged
in the headset to charge it. At the same time the system suddenly lost the speakerphone and replaced it with some generic device driver. I unplugged the hub from the laptop and plugged it back in. The volume control disappeared and the speakerphone is back
visible by the system. Looks like something with the change in power draw by the headset confused the hub and the computer. I don't know the charging requirement of the headset. I suspect it's around 150mA since my other headset came with an actual AC adapter
with such spec instead of just the USB cable.

So far I've been able to get it to stop bothering me after unplugging the mouse. I can plug it in again and everything is normal without the volume control. It might be some glitch in the default Windows 8 mouse/keyboard driver making Windows think the scroll
wheel sends adjust volume key codes.
March 3rd, 2013 3:49pm
I resolved this problem unplugging my USB sound box. I had headphone, plugged in my sound card, and sound box plugged simultaneously. After unplugged sound box the bothering slide disappeared. I use just my headphone the most part of time anyway.

I searched these post over and over,
problem volume stuck, alt tab not working, and touch screen not functioning properly.
Ignore everything you have read, solution use your manufactures driver cd that came with your computer to reload original drivers,
As soon as realtek audio was installed all problems went away.
Going to the manufactures site and downloading drivers didn't correct this
Enjoy

I too had the same problem. It was related to my USB headset (Logitech). I could make it go away by unplugging the headset and it would return when the head set was plugged in. Further investigation revealed that the volume control built into the headset
cable was lying on the desk with an object keeping it pressed. Once released all was good.

was trapped in my filing cabinet drawer!

Same issue on an old HP Pavillion running Win 8.1. I must have hit some key combination to bring it up with a bleep. Mine also just went down to zero, no matter what I did to turn the volume up. To get rid of it all I had to do was mess with the volume
control on the laptop itself (buttons above the keyboard). Turning up the volume using the laptop gave me control over the volume using Win 8.1. On the laptop button, turning it off and on again made it fade away. Seems like it is the in-built laptop volume
control from the bios perhaps.

Thank you, after unplugging and plugging my mouse, it dissapeared.

I ended up in here. And then i ended unplug my USB Keyboard. And plug it back in. And my machine was back to normal.

I've got the same issue in Windows 8.1 with update one and with the August 2014 update. The volume use to go to "0" and stick on the screen and now it goes to 100% and sticks. At the same time I cannot get in to the Start screen or even "Right
Click" the Start button. I never tried to unplug my Microsoft Gaming Keyboard to see if it will resolve the problem, but I'm sure it will work. Anyway, I reset the USB port or I press Alt+F4 and then chose reboot. Microsoft please fix this very annoying
problem.

Does whatever you see on the screen change if you try to change the Volume setting in another way, e.g. using the Settings charm? Win-I. Click the Volume button and then Mute or Unmute, for example.

The Volume Control Bar issue described manifold above is also the same issue on my dual-boot (Win 8.1 Pro & Win 7 Pro) HP Envy desktop machine. There appears a secondary 'mysterious'
volume control bar flooded out to 100% in green on the desktop, for this example my Win 7 Pro O/S, which remains at a non-adjustable 100% volume level. When I attempt to adjust the volume using the systray speaker icon, to say, 75%, the multiple
volume sliders in the system volume mixer auto return to 100%. I have performed a Clean Boot; run the
Autoruns utility from Windows Sysinternals; performed disable all from msconfig. The damn
'mysterious' secondary volume control bar just won't go away. It remains visible on the desktop even after I hide all the desktop icons. I have not re-imaged my HDD's with my Macrium Reflect backup images. I choose to
'fight the good fight' and try to track down this annoyance. Hint: this errant VCB only started to appear (both Win 8.1 & Win 7 desktops) AFTER I finished installing and updating all the Steam games that come with
'The Orange Box' retail product. I've scoured Steam's Community Discussions and received no replies. If anyone in this community has a suggestion(s) to remedy this problem, please reply to me at:
nsoconnor@verizon.net
Thanks for any assistance that anyone can provide. NealOC.

I had exactly the same problem. As soon as I tried to adjust the volume, the would appear on the screen and not go away. Also, the volume was stuck at 100%. Plus, my Window icon did nothing after trying to adjust the volume. I have a Logitech wireless mouse
and keyboard. If I unplug the wireless dongle and plug it back in all works as it should. The problem started after my last Windows update. This appears to be the result of more "good" work out of Redmond, WA,
I want to thank this thread for pointing me in the direction of Logitech accessories.

I also have a Sabertooth MB. Did NOT have this problem with win8.0 64 bit, which I was running for well over a year (starting with the preview editions). Problem started after I got suckered into the win8.1 upgrade. Like everyone else, I have tried everything
under the sun to get rid of this annoying bug. My sound goes to ) and there is no way I can increase it. Bar just goes down as soon as I release my mouse button. Sometimes a reboot works, sometimes not. Sometimes disabling my Plantronics headset works, sometimes
it doesn't. What worked for a couple of months, however, was to disable my Realtek drivers and use Nvidia's HD sound drivers instead from my GeForce video card. And as I said that worked for a while, but today that stopped and the dreaded applet reappeared.
So this time I reinstalled my old Realtek drivers... and it went away. Go figure! Obviously this has to be a win8.1 problem. Question is are we enough of a nuisance to MS for them to fix it?
December 18th, 2014 8:13pm
I THINK I MIGHT OF FOUND THE PROBLEM! My laptop has a SECCOND button on the side for volume, I forgot about this button and when I pressed volume up and then down everything went back to normal!

the solution is to simply leave the computer/laptop until it dies then reboot it up a day later and things are fine. i had the same reoccurring problem many a times.

Did you get this issue resolved?
I am seeing this exact same problem on my new Dell Inspiron 700 laptop.
Spent the last two evenings working with Dell support with no success.
Of course they want to reformat and reload system.
I finally agreed after hours on the phone to do an OS refresh, but still did not resolve problem.

Had the same issue on an HP Omni 10 Tablet. Uninstalled the Tune-In Radio app, then downloaded the RealTek Audio drivers from HP and installed them. Problem fixed! Hope it helps someone. Very frustrating.

Neal,
Did you ever find the resolution to this? My son has an HP. The volume control button on the front left corner is stuck on full volume. You can use the key pad controls to reduce it, but the second you let go, the volume returns to
100%. This overrides other functions on the machine making it difficult to use.
It is possible to jiggle the volume control button and get it to temporarily unstuck. However it always finds its way back to the stuck position and 100% volume. The only thing that I can think of is to take the machine apart and see if
the button is sticking somehow and attempt a repair.
Does anyone have any experience doing this?

I have had this problem on and off for over a year. It was not only that the volume was stuck at 100% but it also disabled the touch pad so I could not move the pointer or even use the pad to turn the computer Off or to Sleep. I always had to use the mouse
or hold the Off button on the side of the computer. The other issue with this problem is that in the software I was using (Sketchup) every time I would hit any key on the keyboard then a large volume icon would appear in the middle of the screen, stay there
for a few seconds, then fade away until I hit another key then it would do it again.
Solution??? One thing I noticed recently is that I had tried to use the "Music" app that comes bundled with Windows 8. This is the one that opens X-Box. Being that this was the only thing that I could recall I had done
differently before this last bout with the volume button sticking I did an uninstall of that app.(I right clicked on it and clicked "Uninstall"). As soon as the app was uninstalled the volume icon in the upper left corner went away, the large
volume icon no longer appeared in the middle of the screen, and the touch pad now works as it should. Because this has been an on again off again problem I will not be sure if this is that long term solution but it sure feels good to get back down to business
again. WOW. This has been a major, major issue!

SOLVE.
USB headset.
Volume controls on the headset cable. Just tapped up/down and it faded away shortly thereafter.
Not sure if it's because the volume button was 'stuck' but using the button makes the control disappear.
