I'm trying to add a server to our WSS 3.0 farm.  When I run the config wizard on the new server, it asks for the farm credentials which must be a domain account.  The problem is that our primary server runs the app pool and timer service as the network service account.  Can I just create a new domain service account with the appropriate DB permissions and use that or do I have to update the Farm credentials on the first sharepoint server and then use those credentials when I add the new server?  If I need to update the Farm credentials on the original server first, does this article properly explain the steps?  https://support.microsoft.com/en-us/kb/934838

I dont think there is any problem running the config wizard on new server with new credentials. Only thing is new credentials should have required permissions as mentioned here-
