You dont respond to most of the questions you post.

you can use the net stop command with the service name and save it in the batch file.

Why do you want to stop IIS *or* SMS_OFFER_MANAGER? Two totally different things.
With what have you come up so far? How does the batch file look like? Forums are here to help you with *specific* problems.

Also you need to be fully clear what you want to do and what effect this will have in your environment. My advice - do NOT stop IIS on all your servers. You will break numerous services.
