should this even be a list?
need to track something but there is not one column of data that is a single line of text that is required (so no Title field?)
Here are my current fields:
Report Date (date)
Customer (checkbox)
Service (checkbox)
Time DOWN (single line of text because format must be HH:MM:SS AMPM)
Time UP (single line of text because format must be HH:MM:SS AMPM)
Comments (multi line text)
What do you suggest?

Ideas for the Title field:
Could there be a description that can be associated to each item? Does comments need to be a multi line text? autopopulate Title field using some jquery magic; such as Customer-Service-DateTimeStamp?
Or you could look at building a completely custom list definition without title field. however you might run into issues without a title field.Kanwal SharePoint Buzz

So, add a column that is a single line of text that is required as Mike Wash suggest.
Actually, i don't think i understand your requirement.
Edit: A second thought, i guess you may mean "does every list have to include a required column?" . My anwser is no. I created a custom list in SharePoint and changed the Title field to not required. Still, i can add list items with title field left empty.
Actually, list has an auto incremental field named ID. You can display it by modify the view (http://office.microsoft.com/en-us/sharepointtechnology/HA100995061033.aspx).
