STS is automatically load balanced via round-robin. You can only have one STS instance per SharePoint server, so adding servers is the only way to 'scale' it.

One more doubt here, WFE Server location is balanced by either Request Manager or hardware load balancer, I know that in case of Shared Service Application, SharePoint itself manage the load. I am wondering what component of SharePoint do the load balancing of Service Application.
