In publishing site, can i implement following capabilities out of the box?

1. Only the items that are approved in catalog list in authoring site should be displayed.
2. User should be able to rate the items in published site
3. User should be able to provide their comments on items in published site
4. Top 10 most rated items should be displayed on top in home page in published site.

You can implement #1 and #2 out of the box by turning on Content Approval as well as Content Rating. #3 and #4 will take a little custom code to do.
