should I remove these:

SMSTSDownloadRetryCount=5

SMSTSDowloadRetryDelay=15

I don't see why. Also, I would only use those variables if you ran in to problems with the default values and not just because everybody does it.

I just thought they would no longer be required after the hotfix.

I thought those variables were a workaround

True, they are workarounds for specific scenario's related to the type of device and its hardware.
