i am trying to build the Team based SharePoint 2013 Development environment. so that many users they can develop and deploy the solution at the same time and they can access to Development environment easily. is there any virtual environment we can do? Please help me with recommended suggestions and steps.

You create one SharePoint farm per developer. There is no other good way to do this as debugging pauses processes and deployment of FTC causes process recycles.
