help please / Disable Run command in start menu and search box in task bar

I need your necessary help please

I have a domain network and manage it by using windows server 2012 standard edition

all my client use windows 7

I prevented my users from using the command button(Run) through group policy for example when user write (\\folder shared name) and then press enter button no thing appear and if the same thing do but through windows explorer an error message appeared to him and told him that this not allowed 

now I want to change them from windows 7 to windows 10 but for sorry I can not apply the policy 

every thing is OK but the user can use the run command(Run) in the start menu and the search box in the task bar and when he write (\\folder shared name) its open all the shared folder in this shared location network 

but the message still appeared to him if he write the same thing through windows explorer 

so please I want user to be unable to use the Run command in the start menu or in the task bar through group policy
