I have create a webpart page and when access shows the header as the ribbon (page tab) rather than the main header with the top navigation bar shown (browse tab). Other webpart pages are ok. Is there something I need to change on this page to change the default view of the header?

Could you please check if there is any customization on this page? You could also go to Web Part Page Maintenance page.

If you create a new web part page, does the issue still occurs?

There is no option for default view of a page without customizations.
