As I understand, you want to avoid these users in user profile service application in SharePoint 2013.
You could disable the FBA users in the active directory, sync the user profile in the user profile service application and exclude the disabled users in the user profile service application.

Do you want to not sync the profile in user profile service application?
The user profile service application will sync the user profile at regular time.
You could delete the FBA users in the user profile service application and stop user profile syncing at regular time by disabling the User Profile Service Application time job.
You could go to central administration -> Monitoring->review job definitions->find and disable the time job User Profile Service Application - User Profile Incremental Synchronization, User Profile Service Application - User Profile to SharePoint Full Synchronization and User Profile Service Application - User Profile to SharePoint Quick Synchronization.

We really need is not stop AD sync. The problem we are having is due to some reason FBA users getting added to UPSA. I am sure that this is not due to AD sync but we have FBA users getting added to one of our extra-net exposed Web App due to custom FBA configuration.
