Yes and no. With SQL Server Express, you can only run the Import and Export wizard. but only the inbulit components, it cannot run the packages designed with custom components(third party) for example oralce source fom atttunity ... if you want to execute the package which has custom components means , you have to install those components on your machine (that dll has to be present on your machine)
