I know how to create a custom list and create links in it, however, is there a way to allow the user to select what page they want to add the link to? If I do a custom list with a custom field set to hyperlink, the user has to know the URL, I'd like to let them select the page they want to link to. Is there a list or way to do that using an OOTB list?

According to your description, my understanding is that you want to add a hyperlink using "From SharePoint" in a list.
By default, the default Hyperlink column contains web address and description. We need to know the web address of the link.
For your requirement, as a workaround, you can use "Multiple lines of text" with "Enhanced rich text", then when you insert a link into the rich text, you can select a link from SharePoint, like:

What is adding a page to the list? Whether you mean that you add a page into a list item via hyperlink.
If you don't want to add Content Editor Web part, you can also create a publishing page and add the list web part into the page, then when users add a list item via the page, they also can use the "From SharePoint" function.
Or, you can develop a custom field to do it.

I have a list that allows users to add links to pages within the site, however, the OOTB solution the user has to know the URL so they can type in the URL section of the column. I'm looking for a way to allow the users to click a 'browse' button and map to the page that they want the link to point to. Something like when you create a menu in the nav. section of the site, the user can browse to the page they want the menu option to open.

If you have to use the OOTB solution, per my knowledge, there are only two ways that you can do:
- Create a publishing page and add the list web part into the page, then when users add a list item via the page, they also can use the "From SharePoint" function.(suggestion in my second reply)
- Add a Content Editor web part to the new item page.(suggestion in my first reply)
