If you want to use STSADM via the command line, you can use the Createsiteinnewdb operation (http://technet.microsoft.com/en-us/library/cc262407%28office.12%29.aspx ) to create the site collection in a brand new content database. But unfortunately the Createsite operation follows the same rules as the Central Admin site and doesn't let you specify a content database, so if you want to use an existing DB Hemendra's information is your best bet to review. Hi Hemendra and John, Thanks for the Reply.I have founded the workaround for this issue. I just make the content Database as offline and only database that needs to be active is the one in which I want to create a Site collection. Hemendra's material helped me in doing this. Thanks for that.I have one more small doubt regarding the number of sites in Content DB.The Warning number which we provide while creating a content database in Central Admin ,Does that number reflect Site collections or just sites.because if it signifies sites then all sub sites will be under consideration right..?Please clarify it. Thanks

The number of sites listed in each content database is the number of site collections in it, not counting subsites in any way.
