I need to copy one site to another site which is in same site collection but no data copied. Need to copy all sub site and web parts in same format from one site to another. Both site is already created. What are the ways?

You are right. This export/import STSADM command will include the content as well. If you don't want content to be included then go for site template. But you need to create the site template for all subsite. Senthilrajan Kaliyaperumal
