Hi,
Did you get the error message when you configure central admin site via SharePoint configuration wizard or when you configure SharePoint farm settings on Central
Admin site? What is your SharePoint topology?
Would you please elaborate your issue a little bit and post the detailed error message? Any error log in Event Viewer?
Thanks & Regards.

Hi,
When you’re configuring MOSS 2007 server farm which uses Microsoft SQL Server 2005 as the database server, “Failed to create the configuration database”
error will raise if default instance of SQL Server 2005 was created as a named instance and you did not specify the instance name in the configuration wizard. If this is the case, please try the solution outlined in this knowledge base article.
http://support.microsoft.com/kb/938217/en-us
If it doesn’t help, would you please get detailed PSCDiagnostics logs which has been mentioned in event viewer for further troubleshooting?
Hope it helps.
Thanks & Regards.

Hi,
Is it a Stand-alone installation? Seems that you’re trying to install MOSS 2007 on a single machine. Are you able to connect to SQL Server using the setup account?
If you uninstall MOSS 2007, and then later reinstall on the same computer, the Setup program could fail when creating the configuration database. Please also note
that you cannot install MOSS 2007 without service pack on Windows Server 2008.
Hope it helps.
Thanks & Regards.

Hi AmmarMitoori,
For Stand-alone installation, the setup program automatically installs the Windows Internal Database and uses it to create the configuration database and an initial
content database.
You can only install Office SharePoint Server 2007 SP1 or later on a server running Windows Server 2008. If your current built is MOSS 2007 without service pack,
would you please get the service pack and try the installation again?
Please ensure that you follow the steps outlined in this official reference to avoid anything missing.
Perform a stand-alone installation of Office SharePoint Server 2007 on Windows Server 2008

Hope it helps.
Thanks & Regards.
