The site from which the client will be pushed will be the site which discovered that client first.
Client push is enabled on a site by site basis so by default will apply to all systems discovered by that site. Of course if the Client Push Account does not have access to some systems it will not deploy the SCCM client to them.
You can also

So you will either need to know the names of the computers which you wish to exclude - see the technet option or you will need to do something with permissions on systems in those locations. I suppose that if you know the objects within
AD then you could also deny the SCCM read access to those computer accounts.

You can also simply grant a DENY permission for the SCCM Site server machine account on the OU you do not want discovered and then point SCCM to discover everything in the domain.
