Hi,
Actually Activity Directory depends on your definition of a farm. A farm can also consist of a single server and in that case you can run WSS 3.0 without AD (i.e.
as a workgroup) and use local server users for authorization. But you're right otherwise

Better way to prepare an environment is to deploy the Active directory first and then the remaining components(IIS,ASP.NET,SQL,WSS,etc). After installing SharePoint/WSS deploying Active directory will not go smooth. You might need to re-install WSS again.
I dont recommend for this prepare the environment in this sequence - AD,IIS,ASP.NET,SQL,WSS.Aravind http://aravindrises.blogspot.com
