Hi, I want to implement a window on bottom right corner of my sharepoint portal home page. This window will be basically used for important announcements for users. 

My requirement is that this window should have an option to minimize, so that once the user has read it it will stay on the page but will be minimized if the user chooses it to be.

Also, when I or any user opens the homepage this window should also open without having to click any button or something.

What I want is not exactly a traditional pop up box. Its something like the one shown in the image below -

Hi,

You could use content editor web part or script editor webpart put in the javascript code there.

You could put your content in one of the list where in the deatail of announcement would be stored and in the script editor you could use sharepoint client object model to get last five modified data .I think this could serve your purpose.
