blocked using FBLW15
Good morning,
we have a problem with sending emails from domain @macauditor.pl to domains which are hosted on Outlook.com or protected by Microsoft Forefront. Problem occurred after we changed IP address of our mail server. We have set MX, revDNS and SPF records correctly, but still are getting the following NDR:
"550 5.7.1 Service unavailable; Client host [217.67.215.242] blocked using FBLW15; To request removal from this list To request removal from this list please forward this message to delist@messaging.microsoft.com".
I have sent email to "delist@messaging.microsoft.com" but didn't get any response other than this:
"Thank you for your delisting request SRX1244578730ID. Your ticket was received on (Apr 28 2014 11:11 AM UTC) and will be responded to within 24 hours."
It has been nearly 2 days since our first request and we are still unable to send emails to domains: @bbdo.com.pl, @mediadirection.com.pl, @ideatfi.pl, @inventumtfi.pl. Those domains belong to our important clients, so this is a huge problem for us.

We have already checked our IP at http://www.anti-abuse.org/ and it seems that we are 'clean' everywhere. Only MS is blocking our emails.

No, there is no attachment. I have tried many times, usually with only few words in a message, but without any attachments.

We are having the same issue and receive the following:

I have sent email to "delist@messaging.microsoft.com" but didn't get any response other than this:
"Thank you for your delisting request SRX1244895094ID. Your ticket was received on (Apr 30 2014 01:20 PM UTC) and will be responded to within 24 hours."
It has been 2 days since our first request and we are still unable to send emails to certain domains:

We like Pawel have also checked our IP at http://www.anti-abuse.org/ and it seems that we are not listed on any of the block list sites.

Please help we too have customers who are not receiving important communication from us.

Same problem with one of our customer, their ip looks "clean" but they keep being blocked with the same message "AM1FFO11FD039.mail.protection.outlook.com ha restituito questo errore:
Service unavailable; Client host [xxx.xxx.xxx.xxx] blocked using FBLW15; To request removal from this list To request removal from this list please forward this message to delist@messaging.microsoft.com".

The problem is the PTR, check your real IP if that is belong to your mail or still with your provider dns.

We are having the same issue. No response from the delist address either. Our PTR correctly points to our mail server name too so that's not the issue.

Is Microsoft asleep at the wheel again???

sent email to delist and no response yet.

diagnosed mx toolbar and ok

mail.affordputerservices.com passes email test but cant send email to any outllok hosted people two people so far all in last few days

No, it is not PTR problem. All is set correctly. I've set up about 20 mail servers in different places. I do know how how to set up DNS correctly. I've checked everything ten times (I am only human so errors are possible despite of experience) before I started looking for help.

The problem is with Microsoft. They promise to answer in 24h. No matter what this answer would be. Even "We are sorry, it is your problem" would be an answer. I have even called their phone support - a nice guy told me that he is surprised that they have a ticked open since more than 48h without any response. He even promised me to try to "move things up". But no, there was no answer - until yesterday. And that is a good answer - we are now "clean". So stay cool - 24h at Microsoft means at least 3 days.

I hope that others would finally get a response from M$ too.

We are seing the same problem. No answer from delist@ms yet (but it's way too soon for that.)

There seems to be a bigger problem here. What is the core reason for these rejects?

Same problem I am having....same situation...jumped servers, settings remained the same, and got the Reverse DNS setup but i suspect a couple emails went out before that was fully propagated. It has been well over 24 hours and still getting this issue.

It is a real inconvenience.

We are having the same problem.   Microsoft is blocking one of our remote mail servers with FBLW15.

Mail sent to delist and no one replies.   Obviously Microsoft has not committed enough human resources to actually processing this special email address.   Based on other replies here, this appears to be a widespread problem and Microsoft's failure to deal with the issue appears to also be universal.

We are a small company and having to deal with adjustments of PTR records through a major DSL ISP is a major pain for us.   Microsoft should not use draconian firewall rules unless Microsoft is willing to put human resources into fixing this problem when people send email to the delist userid.

same problem with our recent IPS switch to Time Warner Cable Business Class and outgoing mail be returned to existing customers.  It's killing us!

we get this message 

Service unavailable; Client host [96.xx.99.6] blocked using FBLW15; To request removal from this list please forward this message to delist AT messaging.microsoft . com

and do what we are told and get this back but after 4 days........crickets!!!!!!!

We are having the same issue.After a change in MX IP's and adding new MX to my company Microsoft Mail got crazy blocking me for no reason.

All PTRs, spf records, everything is all good and somehow I'm facing a major problem with destination mail boxes in outlook.com.

I have already sended a lot of e-mails as told by the automatic script - but that seems pointless - for nothing happened so far.

Also I'm telling at least to my crucial customers (financial department, for ex:) to add my addresses of my financial team into some trusted or whitelist if possible. Still don't know if that will solve anything - for the mails are being blocked in the main queue at microsoft MTA's.

I am trying to reach Microsoft's Smart Data Services.   The URLs starting with:

https://postmaster.live.com/snds

all appear to be broken with a redirect loop on any browser other than MSIE.   Microsoft should probably address that issue.

The problem we have is that one of our mail servers for a remote home office is on a large ISP network.  We cannot easily get the ISP to do a custom reverse lookup DNS record for our IP.   I have checked our SPF records and those are fine.

It is totally unacceptable that Microsoft abandons customers like this.   Our company is trying to communicate with OUR ACCOUNTANT for God's sake, and Microsoft is preventing this ordinary business interaction from happening.   It's just stupid.   Why can't Microsoft process the email it has set up for the purpose of authorizing incoming mail from a domain.   I have wasted so much time on this problem and it is just infuri

Same problem, just rented a brand new dedicated server.   Suddenly after moving my primary website to it I can't email certain clients with this blocked using FBLW15 error message.

Same problem here.

PTR looks good. (confirmed with another site that builds the PTR and outputs expected formatting).

No response from Microsoft.

I have the same problem.

I have emailed delist@ms as advised in the bounce.

Ours is also a new dedicated server. I don't think the datacentre/host offer an SMTP relay.


As a workaround I may configure exim to send via an authenticated relay account from another web hosting provider (a basic shared hosting cpanel account that gives a mailbox which I can use as an SMTP relay), but this isn't ideal, and I want this server to run its own MTA.

Well, this is quite unexpected, and pleasing! :

I received a response about 4 hours after my request to delist@ms :

The IP address you submitted has been reviewed and removed from our block lists.  Please note that there may be a 1-2 hour delay before this change propagates through our entire system.

We apologize for any inconvenience this may have caused you.  As long as our spam filtering systems do not mark a majority of email from the IP address as spam-like, your messages will be allowed to flow as normal through our network.  However, should we detect an increase in spam-like activity, the IP address may be re-added to our block list.

Should you have any further questions or concerns, please feel free to respond to this email.

Hi,

Im facing the same issue today here in Brazil. I already contacted Ms support Team from http://mail.live.com/mail/troubleshooting.aspx and also instructed the user to forward the e-mail to delist@messaging.microsoft.com. I our case, both IP address are free from BlackList (used MXToolbox and Senderbase.org to check) and also have PTR entries fine.

Hi,

same problem. it seems to be a problem on all microsoft hostet domains: *.mail.protection.outlook.com

Our DNS / PTR / SPF is ok, also checked with  mxtoolbox.

the IT-Life will be better without outlook.com!
