Configuration Manager with MDT integration introduces scalability, performance, reporting, and more, whereas with Windows Deployment Services and MDT you have a far more simplified (and free) solution, there are licensing implications involved by using
Configuration Manager,
as regards deploying Windows 7 with either solution, both can do it, but the level of complexity involved in setting either up is different.

As Niall states, WDS and MDT is an easy way to perform operating system deployment. It's free as WDS is a server role and MDT is a free downloadable toolkit and is suited for small to medium scale deployments. It is a LTI, Light Touch Installation, deployment
solution. This means that it requires an operator/admin at each machine to make sure the installation goes ok or choose what kind of task sequence installs.
SCCM & MDT is a full blown OSD solution that caters for large scale deployments. It is the MDT toolkit integrated with SCCM's powerful OSD task sequence engine. It is the only true way to do a ZTI, Zero Touch Deployment, where there is no requirement
for any person to be at the machine.
While you can achieve a simple kind of ZTI with WDS and MDT, you will need to buy or have SCCM to do true ZTI.
